Your outbound connection over port 25 is blocked by your hosting provider. You'll have to contact them if you need to get that opened. i contacted with host providor but still have this problem

Whats the output of "ip a" command? You should have IPV6 enabled if telnet is trying to connect to an IPV6 address..... can please more explain
