Blocking IPs by country is not 100% accurate, so if you are blocking any country it might be blocking IPs from your country also.

Seems that if Max hourly emails per domain in Tweak settings is set (to other than Unlimited), you can't change that in Packages, you can only change it to Unlimited.

As stated in that document "CageFS requires CloudLinux to be installed", so you need to have CloudLinux to be able to use CageFS.
