Is it possible to limit the allowed bandwidth speed per cPanel account? For example, if I wanted one cPanel user to have 4mpbs and another to have 2mbps.

This is not something that would be possible to configure using cPanel. It would require work being done to the router or with a smart switch. It is recommended that you reach out to a qualified network administrator regarding this type of request.
