Can MySQL or PostgreSQL databases and users be mapped to cPanel users?

Answer

MySQL or PostgreSQL databases and users can be mapped to cPanel accounts in WHM via the "Database Map Tool" interface.

MySQL and PostgreSQL do not have any concept of database ownership. For this reason, cPanel stores the database mappings in the /var/cpanel/databases folder. If you restore databases manually, you may need to map the databases and usernames to the cPanel accounts.
