Symptoms
When adding additional Characterset directives to the pure-ftpd configuration it fails to start with a notice similar to the following:
hostname pure-ftpd: (?@?) [ERROR] Unknown run-time option
hostname pure-config.pl: /usr/sbin/pure-ftpd: invalid option -- '9'
Description
This occurs due to an upstream change to pure-ftpd that removed this functionality from the free version of pure-ftpd as of version 1.0.48.
Support for RFC 2640 has been removed from the free version, as it was early, experimental, slow, mostly broken and unmaintained code.

Workaround
The only known workaround to this behavior is to switch from pure-ftpd to proftpd. To do this from within WHM you would need to follow these steps.
- While logged in to WHM access Home »Service Configuration »FTP Server Selection, or search "FTP Server Selection" in the search pane on the left.
- From this interface select the Radio button next to "proftpd"
- Click "Save"
