Dovecot Limit

Hi Support, Is there a way we can fix the limit so that accounts can't send out 1000+ emails per hour? We have the Max hourly limit for each domains to 100, but emails still keeps on pouring out even if they reached that particular limit. Especially when it's spamming. Is there another setting that we should be looking at? Thanks!
