Accessing WHM Mail Settings?

I host with Godaddy and use the Cpanel interface. When I send emails they fail to deliver and return. Reading through this forum I find that I can Go to WHM -> Server Configuration -> Tweak Settings then go to the "Mail" section and change the setting for "The maximum each domain can send out per hour (0 is unlimited):" and at the bottom of the page click "save." But I cannot find WHM in my cpanel interface. How do I find it? Thanks

  I think it's unlikely that you will have WHM with GoDaddy. WHM is the back end of Cpanel, that only Server owners or VPS owners would have. WHM would be reserved to GoDaddy. As a website owner, you will have only the Cpanel front end. Do you recieve any error messages when trying to send/receive.

  It sounds like you're using a shared hosting platform - WHM is only available if you have root access. If you don't have root access you'd need to contact your provider.
