filter outgoing email to other domain

Hi, I want to filter user from sending to other external domain, only @xyz.com and @demo.com should be allowed domain to be reached by our email, I'm using these type of condition in Email Filter Rules Any Recipient | Does not end with @xyz.com or Any Recipient | Doest not end with @demo.com
Actions Fail with Message You are not allowed to send email to this domain
but when I try to send an Email to ccc@spam.com, email still received by ccc@spam.com, this should be block I also din't receive the Action "Fail with message" I try some other rules to block but still not working, only subject with contains a words can be blocked, Thanks

  Filters only work with inbound messages. You'd need to configure a system filter rule for Exim (this requires root access to the server) if you want to filter outgoing email.
