Hey there! Is this happening inside a plain html file or is the domain using PHP? If the site is using a database you may want to check the character encoding on the database itself to see if that is correct, and we have more details on that in our article here: How Do I Change The Default Character Set in MySQL/MariaDB to utf8?

If the site is using databases at all, I'd definitely explore the character set option there.
