If rebooting your local router resolves the problem, it sounds like you are being blocked by the server's firewall or cPHulk tools, which isn't something you would be able to resolve with just cPanel access. You'll want to speak with your hosting provider or datacenter to have them check that issue on their side and see if they can get that permanently fixed.
