    Is there a way to check what it should be called from the contents within the file?

    It would seem the username is either lommuqo or lommu from the data you've provided. If you unzipped the tar.gz file, the ownership of the files and directories should confirm the cPanel username, and you could then rename the file to the format mentioned by @ZenHostingTravis and perform the restore.

    If the backup did not come from the same machine the uid/gid's may not match up and the ownership may be wrong? Can't you look in the 'cp' folder of the backup? There is normally a file there that is named the cPanel user-id and it contains their notify preferences etc.
