    I've seen plenty of posts where users said they've submitted and nothing happened. Such a basic feature should be automatic for a platform such as CP that has been around for so long.

    A feature request isn't a guarantee that something will get implemented, but it at least makes someone from our development team aware of the desire.

    And how would this align with the EXIM rules used to use an SMTP smarthost for sending outgoing emails?

    microvax - Exim is still handling the sending of the messages to the Smarthost, so if that's the case I would expect it to work.  If your situation is more custom than that, I can't say for sure how it would be handled.
