weird bug - whm load average not match with the real load average with "top"

Hello It is happening in few whm cpanel servers with the last version and cloudlinux. in WHM Load averages display always too low.. (0,03, 0,05, 0,08 - for example) but the real load average in "top" thru SSH display 2,39, 4,10, 3,61 (for example) Then, if i not connect thru console i can"t check the real load averages.
