Hey hey! This could just mean that your FTP service is not running, as that is not enabled by default on newer cPanel installations. You can check the WHM >> FTP Server Selection page to see if that is enabled on the machine. 0 -

FTP is running. showing status is running in whm and terminal0 -
If the service is running, I'm not sure what else would block connections over localhost. Could you try disabling your firewall temporarily to see if that is somehow related? Is there a particular reason you are testing this with a localhost connection? 0 -
firewall disabled and checked. still same error while connecting FTP from filezilla. Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server". 0 -
