when using Safari on MacBook Pro M1 on cPanel forum I can't get the smiley Emoji's to show up

Using Safari Version 15.4 (17613.1.17.1.6) on my MacBook Pro M1 - I can only click on Like in a forum post. When I MOUSE OVER It does not show any options for Heart Smiley etc. Momentarily shows Loading Reactions and then nothing.. never see the Emoji's

  I was able to reproduce this on Windows 11. I looked through the Xenforo system and found this:
