    You need to contact your hosting provider if you don't have root access to the server. You are using CloudLinux which restricts access and resources. Unable to fork usually means that you are running out of resources, most probably RAM or the number of processes allocated to your account.

    As @andrew.n said, it would be best to reach out to your hosting provider since they'll need root access in order to troubleshoot this issue.
