I'm trying to buy licensing in store.cpenel.net.   That looks like CloudFlare blocking you. I'd suggest emailing cs@cpanel.net (99% sure that is the customer support email).

  cs@cpanel.net is the one! For license issues there usually isn't much I can do on the Forums side of things, so it's best to reach out to our Customer Service team directly.
