Ah! I seem to have received an answer to my question... thru another channel... Yay! The quota specifies the maximum amount of disk space that an account can use on your server which just sets a limit and does not allocate/set aside disk space for the user. Thanks to Krissy at Liquid Web. Apparently that means I can overbook the available physical disk space. I guess setting the quota to "unlimited" would be a similar situation but a little uncontrolled. I still need to watch out for those files we have been experiencing lately that have uncontrolled growth. Setting the quota to 200% of the quota required to serve the website allows us to be warned of the runaways. Thanks Everyone !! --brock

Sounds like you've got it! Yes, the quota space is not pre-allocated in any way. Just keep an eye on how much you're "overselling" and you're all set!
