Routing mailserver IP when i have more than 1 IPs in server and many VPS

I have 50+ VPS,80+ domains 4 dedicated servers with 20 IPs! so I want to route all VPS mail servers and IPs for outgoing mail. for more clarification, my mail server outgoing IP getting blacklisted. so I want that my email server will use multiple IPs (My dedicated server IPs) and VPS SMTPs for outgoing mail. I need a way to make rotate all IPs every hour or certain time interval to avoid blacklist how can I set up this?

  There's no way to do this within the cPanel/WHM environment. You can set domains to use their own IPs, but not randomly rotate IPs. But if you're getting blacklisted its likjely not volume but content, you probably have accounts spamming. The key here is to find the compromised sites or accounts.
