Hi,
I have the same issue, WHM 116.0.11 is running on CloudLinux v8.8.0. I just updated to latest version hoping that would fix this, but it didn't help.
No possibility to make configuration changes or change the profile, after review getting "There are no changes needed to provision based on the profile of your selection"
Does anyone know how to fix it?

Same problem here, even after running "/scripts/upcp --force" and "yum update"
"/scripts/upcp --force" took me to cPanel version 110.0.22 and concluded with a message saying that newer cPanel versions are not compatible with my operating system (CentOS v7.9.2009)
I also tried "yum update" which showed "No packages marked for update"
Okay, I should update the operating system, maybe this way, but that's a project for another day. Thanks!

After yum update got error:

Problem: cannot install the best update candidate for package ea-apache24-mod_lsapi-1:1.1-70.el8.cloudlinux.x86_64
- nothing provides liblsapi >= 1:1.1-72 needed by ea-apache24-mod_lsapi-1:1.1-72.el8.cloudlinux.x86_64
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)Then after researching the problem, the following steps solved issue:
1. yum update cloudlinux-release (OS updated to CloudLinux v8.9.0)
2. /scripts/upcp --force
