Anything interesting in the cPanel logs? /usr/local/cpanel/logs I'd perhaps try stopping cpanel entirely (systemctl stop cpanel), make sure nothing its listening on its ports (netstat -plan |grep LISTEN, look for 2087, 2083, etc) then start it up again cleanly. Also maybe try a /scripts/upcp --force to make sure all packages are properly installed.

Thanks for the reply. Looks like hostgator got it going now, but I'm not sure what the root cause is. This is the 5th time it's been down this year.

    Per Hostgator:
Your VPS is having issues due to the Virtuozzo plaform that it is on. I have applied a mitigation to allow the cPanel and WHM service to start. And:
The Virtuozzo platform uses a shared kernel architecture. This kernel is very old because our legacy Virutozzo platform is old. We currently have plans to move all customers to the OpenStack platform however this will take some time. If you decide to migrate to a new VPS then it will already be on the OpenStack platform. The change I have implemented on your server should resolve the issue going forward, but there are a number of benefits to our current generation of offerings over our legacy offerings, including that since you would have a fully virutalized kernel you would not have the same process restrictions, nor the shared memory restrictions that you have on Virtuozzo, and you would also get a fully virtualized filesystem, with a much larger allocation of inodes, and lastly you would be on SSD storage rather than rotatitional hard drives which would greatly improve IO performance. And:
It appears as though your server was suffering from request floods from a number of IP addresses, which she blocked. This has made your server more stable after the reboot. Please let us know if you have any further issues

I'm glad the host was able to help and get you more details on the issue.

I'm also battling repeated downtime from Hostgator for this same issue (Connection Refused, Netlink.pm line 150). Seems every week we have some sort of resource issue that grinds us to a halt and we are down for days while they try to bring us back. I'm looking to migrate to another hosting company.
