Hey! Both CloudLinux and Litespeed can be helpful in this situation. CloudLinux also provides MySQL Governor, which can help prevent users from abusing the server resources via MySQL. I believe you can obtain a trial license directly from each vendor for both CloudLinux and Litespeed if you want to try them out. Regarding increasing the RAM on your server, it isn't easy to know if this will help. If the overall server load and memory usage is high, then increasing the RAM can help. You can use the sar logs to confirm what the load and memory usage is like on the server. Lastly, I wouldn't say there is an optimal plugin combination for hosting 5000+ users/WordPress sites. It will likely take trial and error to see what type of setup works best for your situation.

A caching plugin like W3 Total Cache, WP-Rocket, etc might reduce the load on MySQL heavily by caching the built pages.
