Server migration due to hardware issues keeping same IPs

I'm in a bit of a pickle here, and I could really use some straightforward advice.
We've got this dedicated server with more than 100 active accounts on it. Unfortunately, our hardware had a hiccup, so now we're thinking about moving everything to newer and better hardware. The catch is that our IP addresses will stay the same.
Here's what I'm thinking: We set up a new server with a temporary IP, move all the accounts over manually one by one, make sure all the technical stuff like zone entries is in order, and then switch the IPs to the new machine.
But I also heard about this cPanel transfer tool. The thing is, if we use it and migrate to a test IP, will it mess with the DNS stuff on the old server? I'm worried our websites might go down until we switch the IP to the new server.
So, here's the question: Can we create a DNS-only server, connect it to our live server, and then use the transfer tool to make the migration smooth? In a nutshell, I want to move from the old server to the new one without disrupting any of our websites on the same IP.
Your advice would be golden.

If I were you, this is what I would do: 1) Install WHM on the new server, which will obviously have a new IP. 2) Use the Transfer Tool to copy all cPanel accounts from old server. 3) Ask the network admin to detach the original IP from the old server and assign it to the new one. 4) Change the primary IP of the new server to the original one, and make sure all sites are using it.
