Can't Create an Account in WHM

I have a cpanel & whm on almalinux deployed in google cloud, when I went to create an account I got this massage: No account packages are available for you. Contact your administrator for more information. even though I have two package created.

  Sorry it was a mistake on my end, all it needed is a default nameserver when setting up the server.
