  You might find for more generic hosting questions like this that you'd get better responses on a place like webhostingtalk as they cover everything, not just cPanel.

  Well, there's the latency issue (i.e. how long it takes for requests to go from your server to Google's Cloud SQL service and then the data being returned), additional bandwidth/data transfer costs, data security (data protection regulations may mean you can't transfer your data to a cloud service as you cannot guarantee where it is hosted), and then the whole "how long until it is Killed By Google" (as I'm still moving my domains away from Google Domains...).
