Newbie on Lightsail with cPanel issue

Hi After finish transfer my cPanel account. I try to access my website using http://[IP ADDRESS]/~username It show this.

  Hey there! Do you have root access to the server? If so, it's possible that Apache's mod_userdir protection is enabled in WHM >> Security Center so I'd check and ensure that protection is off. You may also want to check the Apache logs directly on the machine at /etc/apache2/logs/error_log to see if there is any helpful information there.

  That's the issue then - without that module enabled, the /~username access will not work.
