Some server side thing is making the declared character set (HTML) useless. EDIT: I just realized that there is no problem with the DB so far. (displaying DB contents I mean) 0 -

BOLO MAGIC - this thread is 11 years old - you should really make a new thread for your issues.
That being said, you have to be on cPanel 110 in order for the Let's Encrypt installation to work properly.
