How to create an FTP account outside home directory?

I configured backups of my system to /backups and now I want to create an FTP account to download the files. How can I do that? Cpanel does not allow to create an user outside home. Thanks!

  Hello :) You can utilize SFTP as "root" to access the /backup directory and download the files. If you are using Windows, then a FTP client such as Filezilla will allow you to use SFTP. Thank you.
