[Case 99721] Horde not sending messages

Using cPanel version 11.42.1.12, I am unable to send out messages through Horde. I get the error: /usr/local/cpanel/3rdparty/php/54/lib/php/Horde/Smtp/../../../locale is not a directory

  Hello :) Internal case number 99721 addresses an issue where the permissions on "/usr/local/cpanel/3rdparty/php/54/lib/php/data/" were not properly configured during the upcp process. You can resolve this issue by updating to cPanel version 11.42.1.13: /scripts/upcp
  Or, if you can not update cPanel at this time, you can temporarily resolve the issue with the following command: chmod 755 /usr/local/cpanel/3rdparty/php/54/lib/php/data

  I'll try updating to .13 a little later, pressed for time at the moment. But I did check the permissions of /usr/local/cpanel/3rdparty/php/54/lib/php/data on the server. They are already set to 755: stat /usr/local/cpanel/3rdparty/php/54/lib/php/data File: `/usr/local/cpanel/3rdparty/php/54/lib/php/data' Size: 4096 Blocks: 8 IO Block: 4096 directory Device: 902h/2306d Inode: 40633809 Links: 64 Access: (0755/drwxr-xr-x) Uid: ( 0/ root) Gid: ( 0/ root) Access: 2014-05-08 04:25:56.000000000 -0400 Modify: 2014-05-05 13:24:49.000000000 -0400 Change: 2014-05-05 13:24:49.000000000 -0400
  Could the issue I am experiencing and Case Number 99721 be two different things?

  It's possible, but first it's important to update to the latest version of cPanel available on your build tier to see if the issue persists. Thank you.

  Problem persists with cPanel 11.42.1.13. [COLOR="silver">- - - Updated - - - Is the directory /usr/local/cpanel/3rdparty/php/54/lib/locale suppose to exist on the server? That seems to be the directory (/usr/local/cpanel/3rdparty/php/54/lib/php/Horde/Smtp/../../../locale) Horde is complaining about. I don't have this directory (/usr/local/cpanel/3rdparty/php/54/lib/locale) on my server.

  Support Ticket Number is - 4930347 Tried duplicating this issue on other 11.42.1.13 servers and was not able to. Must be something specific to this server, but I don't know how to enable more verbose logging to find out what is going on.

  To update, the issue here was that Horde was manually configured to send out email through a non-default port. The user has now updated /usr/local/cpanel/base/horde/imp/config/conf.php to use their preferred port for sending email. Thank you.
