adding to whitelist, security flaw?

Guys. When i log in to my root WHM panel from my dynamic IP, i receive an email asking if i want to add this IP to the whitelist. The URL in the email thankfully doesn't work, otherwise what would stop anyone spoofing the URL. However, before i write this off as "not a problem", can anyone explain why the system sends this email, why it sends a link, and that i am right in assuming that it doesn't and shouldn't work ???
