What is UDP_OUT Blocked in Log

Reported by CSF. UID 25 (named) Mar 25 07:48:49 server kernel: Firewall: *UDP_OUT Blocked* IN= OUT=eth0 SRC=111.xxx.xxx.xx DST=xxx.xxx.xx.xxx LEN=68 TOS=0x00 PREC=0x00 TTL=64 ID=32674 PROTO=UDP SPT=10140 DPT=53 LEN=48 UID=25 GID=25 SRC is my IP It would appear that my server is trying to connect to port 53 on the destination. But port 10140 is closed for outgoing at my end. This bit, I understand. What i don't understand is why, what is it trying to do, and what initiated it. ? This particular IP appears to be chinese.
