As a Website Owner, you probably don't have access to remove your buildings IP from the firewall or cPHulk, if you get blocked. Your Hosting Provider would have to help you there. You might want to review your bookmark you've been using and update it if needed. This would be a good bookmark to manually add to your favorites list: yourdomain.com/cpanel Assuming your Hosting Provider has redirects setup properly, that URL should redirect you to a secure URL something like this: ht tps://host.domain.com:2083 When you get there, the URL in your address bar will contain the security token needed. If you bookmark that URL, once you get there, you'd bookmarking a single use security token. Your Hosting Provider should be able to give you more details as to why you're getting blocked.

At home, go to www.whatismyip.com and note your external IP address. Switch off your router for 10 minutes. When the router comes back up, go to www.whatismyip.com and see if your IP address has changed. If it has, try logging on to your Cpanel again. I'm guessing that your IP is blocked, or even worse, the whole subnet. Only really your hosting provider can fix this.

Thanks for your suggestions. First, I am connected to the internet through a building-wide Wi-Fi system so I can't switch off the router. However, I fortunately discovered that my web host is a one-man company who rents space on the server of a larger host, - Removed - He tried to help, but now having this name allowed me to communicate directly with their Support staff. It took multiple communications back and forth but the problem with the 2-step cpsess verification token system, while not completely solved, at least is manageable. The main thing is Site5 Support has been prompt and efficient in helping me.
