Suspended accounts cPanel access

Are account's cPanels suppose to be accessible with the root/reseller overwrite password even when those accounts are suspended? This appears to be true. But I would think that the expected behavior of a suspended account is to be completely locked out of the cPanel. Am I missing something some where?

  Yes, we allow access with the root or reseller password. Suspension locks out the user, and prevents public access. It is not intended to completely lock out all access from an account that can be considered an administrator.
