Where to put custom SA rules (local.cf doesn't work)

    Am I supposed to just make a new /etc/mail/spamassassin/custom.cf file and put my rules in there? (And of course, /scripts/restartsrv_spamd)?

    That's exactly what I did and have never had any issues. Custom rules and customised scoring etc.

    If you don't manage this, there is an exim config change that you can do which allows you to build an email blacklist. I've put this in to practice an it works well.
