What is: /usr/libexec/platform-python /usr/bin/needs-restarting --reboothint

After installing a new WHM 116 server more than 1 month ago, every day and multiple times a day, I spot a process near the top of the process list briefly then it goes down in the list for hours or a day then I see it again near the top:

/usr/libexec/platform-python /usr/bin/needs-restarting --reboothint

What is this? I've seen it in WHM 116.0.9, 0.10 and now in 0.11

  Hey hey!  While it might flash quickly, it won't use any actual resources.  This is just the check to see if any services need to be restarted on the machine or if the system needs a reboot.
