Submit feature request?

How would I submit a feature request?  I found an article here that says:
"First, navigate to https://features.cpanel.net/
In the center of the page, there is a text field labeled "Enter your idea." Start typing your idea here."
But that doesn't seem to match the actual page at features.cpanel.net as there is no "Enter your idea" field.  When I search using the search icon in the upper-right corner, it does display results for existing feature requests, but it doesn't provide an option to submit a new one.

  Hey there!  We are in the process of soft-launching a new features site!  There will be a submit button in the top-right corner within the next week while we roll this out!
