How to block all access to WHM except cPanel?
I would like to block all access to WHM from all the countries and whitelist my country only or my IP address only.
But I don't want to use CPHULK because it blocks access to the cPanel as well and it prevents my customers from accessing their websites.

Block WHM ports (2086 & 2087) in firewall and then allow your IP address.

Kindly check this screenshot for the allowed ports
Do I have any missing ports?
Sometimes the cPanel + WHM opens fine and other times it doesn't!
Or I should open all ports 0 > 65535 ?0 -
You could use the Host Access Control area of the WHM interface to perform this work: https://docs.cpanel.net/whm/security-center/host-access-control/

cPRex perfect, that's better.
is there an option to add a range of IPs (from > to)?
for example, I want to add this range (41.32.0.0 > 41.47.255.255)

I don't have a way to be *that* specific with a range, but the interface does accept CIDR notation, so you may be able to create multiple CIDR rules that get you the full access you need:
