Is there a fee for suspended accounts?

I have self-host server with cpanel premier  licence. I am the administrator and don't have access to the billing. Can I ask "Is there a fee for suspended accounts?"

  Hey there!  Yes - cPanel charges per account, and it doesn't matter what state the account is in.  If the cPanel account exists it is part of the license fee count.
