Tested this in a few servers running 120.0.11, and Filemanager and phpMyAdmin opens in new tab.

    I was using Vivaldi browser.

if someone from cpanel can confirm this, then i'll let my provider to fix it. Since they claimed its not their fault, but cpanel updates causing it...

I've got two servers running 120.0.12 and having this same issue. One is on Cloudlinux 8, the other is AlmaLinux 8. I thought I was losing my mind at first. File Explorer at least you can navigate back to the cPanel interface via the logo, but phpMyAdmin you're stuck either hitting back (not always an option when you're digging through pages and pages of database data) or logging back in.

For now, I have to retrain myself to middle click instead of left click for File Explorer and phpMyAdmin. As of this comment that is working to open them in new tabs. (This is assuming that clicking the wheel is bound to the Open in New Tab action, which is default in most browsers. Also assuming your mouse has a scrollwheel.)
