cPanel webmail - enable 2FA for all accounts and disable users turning it off

Is it possible to turn of 2FA for all webmail accounts, with a grace period?  Also, to me anyway, a webmail user can if they wish simply turn off 2FA from the webmail settings, is it possible to stop them doing this?

  Hi,

   

  Unfortunately, I don't believe there is a way to specifically disable 2FA for all webmail accounts with a grace period. You can toggle 2FA off for each webmail account individually in WHM > Two-Factor Authentication. There also currently isn't a way to enforce 2FA for webmail users at this time, but this would make a great feature request. I do see that our developers are considering enhancing what is currently available for 2FA in WHM, cPanel, and webmail:
