    Hey there!  In general, if you only have access to the cPanel side of things and not root access to the server, it's best to speak with the hosting provider or datacenter to have them check the issue as they would have access to the logs to see what is happening.  However, I can still provide you with some general advice:

    1 - Do you get any errors in the File Manager when this happens?

    2 - If you are uploading directly inside the File Manager tool there wouldn't be any file size limits.  If you are uploading through an app, like WordPress or another tool, there will be limits on the sizes of files that PHP can handle.  These limits are preset by your host and you can't change them.

    3 - In general, all directories should be 755 and files should be 644.

    4 - No, those will work just fine.

    5 - cPanel itself doesn't have any control over the networking speeds on the system, so that would be a question for your host.
