How to activate SSH connection service

My host backend cannot find the switch for SSH connection. Why? How do I activate it?

  Hey there!  I'm not completely sure I understand the situation - the option for cPanel users to either have SSH access or not is controlled in WHM >> Manage Shell Access.  The root user of the server would be able to adjust that for each account on the system if they wanted to.
