Problem of sending emails  - after clicking send, it takes 20-30 seconds for the email to be sent.

    If you have root access you will most likely see the reason for that in:
    /var/log/exim_mainlog

    Not 100% sure but I seem to remember having a similar issue.  I'm pretty sure it has something to do with spamassassin scanning outgoing mail as seen in this line from your post:

    I have disabled SpamAssassin, but doesnt help.

    could be this in exim configuration / acl options:

    Introduce a delay into the SMTP transaction for unknown hosts and messages detected as spam.

    Does anybody know how to contact support? An email address or a phone number I can call to talk to a human being?

    Yurany Del - cPanel no longer offers phone support, so that isn't an option.  If your license is purchased through us you can get support through the WHM >> Create a Support Ticket interface.  If not, you will need to reach out to your host or license provider for support, and then they can escalate to us if necessary.

    robert666 - is that TLS error in the log your IP address?  It seems that portion of the connection is timing out, and then things move quickly after that stage.

    SimpleTechGuy - the SMTP delay is for incoming messages, as that helps to block automated email bots that won't wait for any type of connection delay to send their messages.
