This site can’t be reached on WHM and CPanel

We've got an issues on both WHM and Cpanel with a message below. And we could not get a help cPanel from their support page because their repeated response doesn't make sense. It's a horrible experience from cPanel. And their phone service  asks us to submit a pin number. How can I get a pin number? How do I contact them for our issue?

Message:

This site can’t be reached

x.xxx.xxx.xxx refused to connect.

Try:

• Checking the connection
• Checking the proxy and the firewall

  You are probably blocked by the servers firewall. You will need to contact your web hosting provider for assistance - cPanel (the company) cannot help as a) they just provide the software your web hosting provider uses, b) they have no access to the server anyway (so couldn't help you even if they wanted to) and c) you aren't technically a customer of cPanel the company (your webhost - who you pay and who then, in turn, pay cPanel is the customer/licence holder).

  If you don't know who your web hosting provider is - then check your credit card statement/emails for who you pay on a (usually monthly) regular basis or check https://docs.cpanel.net/knowledge-base/cpanel-product/how-to-identify-your-hosting-provider/ which might help guide you.

  cPanel doesn't provide hosting services - while we do provide the software used to host your site, the host or datacenter is a completely separate entity from us.
