if you are talking about IP blacklist ,
personally i ignore uceprotect level 3 and 2 because they blacklist ip based on subnets and i am not responable of others...
the only thing you could do is to change provider.

What Pietro Leone said - UCEPROTECTL is basically a joke at this point, and there isn't anything we'll be able to do on the cPanel side to help with that.
