Restricting outgoing emails per day/user

Hello,

I would like to restrict outgoing emails to a maximum of 100 per DAY and per USER cPanel account.
I found a similar post here, but it doesn't seem to have an answer:

Could you please advise on how to achieve this?

  Hey there!  That older post is still accurate - the limits are based on the overall account and not the individual email addresses, so the limit would apply to the cPanel account in general.

  If you'd like to see more control in this area or a change to this behavior it would be best to submit a feature request over at features.cpanel.net and then I can bring that up with our email team.

  Oh, there isn't going to be one certain setting that will accomplish that.
