Networking Question
Friends, as it turns out, I'll be moving. New home has only degraded DSL service, but cable service is quite good. Cable modem will be connected to a bonder (cable does not offer a static IP) why, at this point, we still can't get a static IP over cable is a mystery. The bonder will in turn be connected to my CISCO RV345P which supports TRUE NAT and I will be also using an IP RANGE from the provider, which is static. Will this setup present a problem for cPanel?

Hey there! The only thing cPanel really cares about is the IP address. If that IP address that you're using to connect to the internet is static, I would expect things to work well. If the IP is dynamic, you're not going to be able to use cPanel.
