New Install - Activity Tracking Consent

On a brand new install of WHM, I am immediately presented with a Consent and Privacy page asking for permission to track user activity.  I have not been able to get past this. Everything I have read indicates that this is cPanel Analytics, and that it can be turned off.  The problem is that I would have to give consent to be able to log in and turn off the thing I don't want to give consent to.

  Hey there!  The first page I get on a new install is the EULA:

  

   

  After agreeing to that and clicking "continue" I get the Consent and Privacy pop up:

  

  However, you'll note that the "next" button is blue and clickable - you don't *have* to click the check box on the screen to proceed.

  Is that not the case on your machine?
