How to get dkim signatures in outgoing email?
I have valid spf, dkim and dmarc records setup. But outgoing emails have no headers with the dkim data in them?
Is that something that can be implemented in WHM or CPanel?

If you are logged into your cPanel for that particular domin and you see the SPF, DKIM and DMARC records set up but there is no DKIM signing record in your outgoing mail, there is a good chance that your authoritative DNS is not being handled on the server itself but instead by External authoritative nameservers (such as at your domain registrar, GoDaddy, Network Solutions, Cloudflare, etc).
You need to make sure the SPF, DKIM and DMARC records are added to the nameservers that are actually authoritative for your domain.

There isn't a good reason for this to be happening besides what mtindor said. Are you only not seeing the DKIM, or is the SPF also missing?
You could try using an online verification tool like https://mxtoolbox.com/dkim.aspx to check that and see if that detects the DKIM configuration properly.
