Weird server not responding email issue

This is a weird issue with only one email account and syncing email to his iPhone. This issue is only happening on his phone.
The user receives the following error. "Cannot Get Mail" the mail server "mail.completesecurityinstalls.com" is not responding. Verify that you have entered the correct account info in Mail settings.
All the phone settings have been deleted and reinstalled numerous times with no result. The weird part is that out of the blue during the day the user will receive all is emails in one bulk pull. the next day he will get the same error. It's as if the server is blocking his email address for a period of time and then releasing it.
I have checked all the logs that I believe would show an issue with no result or error. I've contacted the host and they too have checked the DNS, MX and logs and not found any errors. is there somewhere else I should be looking for connection errors?
Could there be an issue with the exim database and corruption as there was an interruption of service when we switched to a newer server configuration and for a short period we were receiving email size mismatch errors and would that cause issues or interfere with Apple email sync.
We are at a loss as to why only one of the many addresses all on the same domain would be having this issue and are looking for assistance.

Sounds to me like the iPhone is roaming around -- and that one of the IPs that it uses at a particular time on Wireless is blocked by the server -- thus not allowing any mail functionality. As soon as the user/iPhone moves to another location with a different IP address, all is well and works fine.
Have the person grab his IP address ( https://www.ipchicken.com or https://www.whatsmyip.org) during the a time when his email is not not responding and have him send that IP address to you, so that you can check to see if it's blocked in CSF.

I agree that the issue is unlikely to be related to Exim, but is more likely to be network related as it is only affecting this one user and device.
